Sometimes it's open and sometimes it's closed. Lately, more often open than closed. Oregon desperately needs their revenue, so have everything in order. The best bet is NOT to stop in Oregon for anyting, no receipt trail, don't buy fuel there, and if you're tired wait til you get to Cal, or WA to layover. That way, they can't screw you on your 10 hour layover rule.
